This was a simplified calculation accurate in 2015 or so, and may well not work the same way anymore.
Info: Heavy Blaster and Ion Emitter dps values as shown ingame aren't accurate, both of them have their overheat cycles already included in the dps and compensate for the spin-up and resistance reduction somehow.
